The developers created a thousad of these characthers to bring the game world to life.

They live theirs days in a loop of scripted actions - walking, talking, smoking, waiting, walking, talking - in the backround of places they player will eventually visit. They can't step outside the bouds of their routines, and can't interact with the player beyond their scripted lines.
